Great game...but

I love this game and all the other games
By them but there is a big problem for one of the puzzles you need 20 villagers
But I cant get any more than 9 or else it says something like You reached maximum population a larger population is supported in the full version even though I bought everything I could with tech points
VERY ANNOING
